Continuing with the town council's instruction, the following is a report of the window payments versus mailed in/drop-box payments for the month of July: 

The court administrator assisted 145 patrons, 132 were present to pay their fines.  Thirty-seven people mailed in their payments and twenty-three chose to utilize the drop-box.  The above figures are over the course of fifteen days (a holiday and 7 pre-approved absences).   137 phone calls were received during this time.
