Avon Town Council Adopts 2021 Budget
On October 8th 2020, the Avon Town Council adopted the 2021 budget. The total budget of $17.8 million dollars across multiple funds was approved unanimously.
Clerk-Treasurer
The Clerk-Treasurer of the Town of Avon serves as the fiscal officer of the town and is responsible for several duties as the clerk. In addition to receiving and disbursing revenue by order of the Avon Town Council, the office of Clerk-Treasurer also handle the following tasks:
The elected Clerk-Treasurer for the Town of Avon is Julie Loker. Mrs. Loker has been a resident of the Town of Avon since 1998 and has 10+ years of experience in the finance industry. In addition to her professional experience, Mrs. Loker has served the Town of Avon as an Avon Police Merit Commissioner as well as the Secretary and the Band Booster President for the world champion Avon Marching Black and Gold for 4 years. Elected in 2019, Mrs. Loker began working for the Town of Avon in January of 2020.
Serving as the Town of Avon's Deputy Clerk-Treasurer is Kathy Selch. Ms. Selch has lived in Avon for over 25 years and 18 years of experience while working with the Avon Community School Corporation which included 7 years of experience as an Administrative Assistant with their Human Resources team. Ms. Selch began working for the Town of Avon in January of 2020.
The Town of Avon maintains a number of public records available to the general public. In compliance with state statutes that govern the fees associated with these records, the Town of Avon has established a fee schedule. Please note that all payments must be made by credit card, cashier check, or money order. Effective October 1st 2016, the Town of Avon has adopted a no-cash handling policy.

Avon Town Court
The Avon Town Court was established in 2000 to facilitate judicial proceedings for infractions and ordinance violations in Avon and Hendricks County. The presiding judge over the Avon Town Court is Judge Jeremy Eglen.
Payment Deadline & Extension
If you have received a citation and you have been slated through the Avon Town Court, you have 30 days to pay your fine. You may apply for one extension with court staff, however your extension request must be submitted on or before the 30 day timeline of receiving the citation by law enforcement. Applicants may only receive one (1) extension, which provides 30 additional days to make payment. The form to request an extension can be found in the lobby of the Avon Police Department and Avon Town Court, or you can download a copy here. Extension requests must be completed by the individual who received the citation, and must be submitted during normal business hours with the Avon Town Court. Payment
Please note that the Avon Town Court DOES NOT accept cash payments or personal/business checks. Accepted forms of payments include credit/debit card, money order, or cashier's checks only. Payments made by credit/debit card will include a $3.00 processing fee. Payments cannot be taken over the phone or online at this time. There is a $25.00 late fee added to all citations after 30 days.

Suspension and Reinstatement
In the event that payments are not made in accordance with the above-mentioned timelines, violators may be subject to having their license suspended through the Indiana Bureau of Motor Vehicles. In the event that your license is suspended as a result of a pending case through Avon Town Court, violators can submit payment for the underlying violation to the Avon Town Court, and upon receipt of payment in full, court staff will submit an electronic report to the Indiana Bureau of Motor Vehicles. In some instances, violators may have fees that must also be paid to the Indiana Bureau of Motor Vehicles. In such instances, this matter can be resolved by visiting www.mybmv.com for more information.

Deputy Chief Brian Nugent began working for Avon in 2003. During his time with the agency, Nugent worked as an uniform officer for 2 years, after which he was promoted to the rank of Detective from 2005 to 2014. In 2014, Nugent was appointed to the position of Deputy Chief of Police. Deputy Chief Nugent has served as a crisis negotiator, taser instructor, field training officer, field training coordinator, drug recognition expert, emergency vehicle operations instructor, public information officer, and is a graduate of Leadership Hendricks County 2015 as well as the Indianapolis Metropolitan Police Department Leadership Academy class of 2016. Prior to working for the Avon Police Department, Deputy Chief Nugent served as an officer with the Tell City, Indiana Police Department. Deputy Chief Nugent is also a graduate of Vincennes University as well as the University of Evansville where he obtained his bachelor's degree in criminal justice and sociology in 2002. Deputy Chief Nugent oversees the agency hiring and recruitment, while supervising the Investigations Division, administering our Citizens Police Academy and Project Lifesaver program and other public relations details and events on behalf of the agency.
Deputy Chief Margason began working for Avon in 1998. During his time with the agency, Margason has worked as a uniform officer for 20 years, where he has served as a night shift Sergeant and night shift Lieutenant. While serving in these capacities, Deputy Chief Margason served as a field training officer and program coordinator as well as an accident reconstructionist. Deputy Chief Margason was appointed to the position of Deputy Chief of the Enforcement Division in December of 2018. Deputy Chief Margason is also a 1998 graduate of Indiana State University where he obtained his bachelor's degree in Criminology. Deputy Chief Margason supervises all uniform officers and oversees our proactive policing initiative, known as the Crime Action Team.
