3-19-20 Executive Order from Governor Holcomb

Here is a summary of today's executive order from Governor Holcomb that we received from our city and town association:

• Providers of essential utilities (gas, water, electric, broadband, telecom, wastewater) are prohibited from disconnecting service to any customer during the public health emergency. This applies to all utilities.

• The State of Indiana is delaying penalties for property tax collections due on May 11 by 60 days. •

The State is delaying all income tax filings and payments until July 15th.

• The Federal government has not yet delayed the income tax filing deadline of April 15th but payment of Federal income taxes has been delayed until July 15th.

• The primary election scheduled for May 5th is currently still being held but there are discussions underway for a possible postponement.

• All schools, public and private, will remain closed until at least May 1st. o The number of voucher days for schools is currently limited to 20 days but the State is discussing increasing it for those schools without E Learning. o State mandated educational assessments for K-12 have been cancelled for 2020

• The State of Emergency will be extended for an additional 30 days as it is set to expire April 5, 2020.

• The State’s application to the US Small Business Administration was approved on Wednesday. Local officials should direct small business owners and nonprofits to this resource in order to apply for low interest loans up to $2 million. o To apply for loans or receive more information about the Economic Injury Disaster Loan program, visit SBA.gov/Disaster. • No residential housing evictions may occur during this public health crisis, however it does not alleviate the tenant’s responsibility to pay rent or mortgage payments.

• Participants of HIP and the Children’s Health insurance program are not required to make premium payments until further notice.

• The Governor and his staff continue to pace an emphasis on social distancing, washing hands and limiting activity in public spaces.
